Program Manager – Women’s Emergency Accommodation Centre

A proactive manager and community builder experienced in leading change through a person-centered approach? You will stage and implement a practice foundation and program model for WEAC as a housing-focused emergency shelter and to guide its continual development and transformation. You will provide leadership in a manner that increases the potential and capacity of individual employees, work teams, program operations and the physical/cultural environment of WEAC.
e4c Women’s Emergency Accommodation Centre (WEAC) is an emergency shelter for women who are experiencing homelessness and many who have experienced complex trauma resulting in mental illness, addictions, health barriers, poverty and/or sexual exploitation. You will lead, model, evaluate and improve staff professional practices and program processes to align with strategic and operation goals, process requirements, funding partners and relevant public policies. e4c has identified a direction for WEAC of intentionally supporting shelter occupants to resolve their homelessness and journey towards obtaining a permanent home of their own. Your professional practices will be guided by your relational approach, strengths based focus, harm reduction practice, recovery orientation and Indigenous worldviews.

- Project manage WEAC towards becoming a housing-focused emergency shelter with the implementation of a practice foundation and program model.
- Foster a workplace culture at WEAC consistent with the program’s vision, mission and guiding philosophies.
- Support and perform recruitment, orientation, training and on-going development of all program staff.
- Implement and oversee safety practices, protocols, facility management and maintenance.
- Collaborate with e4c programs and community resources to establish partnerships to improve services for persons served.
- Provide on-call leadership and de-briefing in response to critical incidents.
- Oversee facilities management, accreditation, licensing and on-going development of risk mitigation strategies.
- Monitor and manage program budgets, financials and funder requirements.
- Prepare funding proposals/applications and maintain donor relations.
Education and Certifications
- Bachelor Degree in Social Work or other Applied Human Services.
- Registered Social Work and/or other related professional designations.
- Police Information Check with Vulnerable Sector Check.
- Standard First Aid and CPR.
- Applied Suicide Intervention Skills Training (ASIST), Aboriginal Awareness Training, Medication Assistance Training
- Valid Class 5 Driver’s License, proof of insurance, 2 million liability insurance, registration and 3 year drivers abstract.
- 5+ years of supervisory and management experience including staff leadership, program development, project start-up and project management.
- 5+ years of managing large facilities including shelters.
- 5+ years of direct work with persons experiencing homelessness using a trauma informed approach.
- 5+ years of experience working with indigenous persons and communities.
- Knowledge about emergency health and social services, shelters, outreach/housing services, issues faced by homeless persons (particularly women) and public policies addressing homelessness.
- Extensive background and experience working with people requiring higher levels of support due to complex trauma, addictions, mental illness, and/or poverty.
- Full competency and experience with harm reduction, person-centered, trauma-informed, strength based, collaborative, relationship-based, evidence based and/or solution focused practices.
- Competency and experience in de-escalation, person-centered, strength based, collaborative, solution focused and culturally/gender inclusive practices.
- Experience building and managing multifaceted budgets, implementing accreditation standards, program evaluations and contractual requirements.
- Advanced proficiency in MS Outlook, Word, Excel, PowerPoint and database applications.
